if a bank forecloses on a house. the banks owns the house who are they going to sell the house to ?

sell house quick
sounds like a ripple affect. this guys loses his house to the bank is the same guy going to go to a different bank to buy a new home? nope is credit is bad now .who is the banks going to sell the home to? that was so quick to foreclose to ? and why is the government giving money the banks that wont finance to the guy that lost his home from the other bank?
