If he will not rent to anyone under 25 that is HIS rule not general law, but it is also not illegal. If that is his rule, then there is really no way around it. You cannot force him to rent to you since he is not breaking the law. Depending on the # of bedrooms, that many people would probably be breaking the occupancy laws any way.
